The Japanese baseball commissioner on May 29 fined the Seibu Lions 30 million yen and removed some of the team's rights to pick high-school players at this autumn's high school draft.

The move, by commissioner Negoro Yasuchika, was in connection with a scandal for the team making illicit payments to two amateur baseball players. Seibu paid Kimura Yuta 2.7 million yen in cash and 10.25 million yen to a player formerly on the Waseda University team.

It was the first time such rights have been stripped in the history of the draft system, established in 1965. It's also the most severe penalty on record, equaling the amount given in November 2000 in connection with irregularities by the Daiei Hawks (now Softbank) during the Japan Series.

The current scandal occurred after the adoption of a baseball ethics declaration in 2005, which prohibits teams from giving special favors to amateur players.
